Here is the article regarding Email routing. Email routing scenarios - Genesys Cloud Resource Center (mypurecloud.com)
You need to create an Email domain and email address and send this to a queue.
Your application that creates the list just needs to email that list to the above Email address and it will be routed to agents
When Agents receive the Email, they open the list and start working it.
When they are done with the list, they close the email without replying.

Couldn't you attach it to an Email and send that into the queue? With the new Task Automation and work items, that might be a way as well.
