    what are the effects if i use a very long Persistent Connection Timeout for example "28800" in WebRTC base phone

    I don't know of any effects.  If there is no traffic, then the only thing might be a router that does not like the media port held open for so long without traffic on it.  If that is the case, you might give that machine priority on the local router or exclude it from intrusion detection.
