I don´t know if you already found the answer to this.
The Directory>User role grants visibility to the user list, you can search edit and delete them.
If the General > Admin role is missing the People drop-down menu disappears:

Hi All,
I cannot find which permission allows users to view the inactive and deleted people in people management. The role has Directory>User>All Permissions but does not have the option to show inactive and deleted people?
The users can delete people but then cannot restore them as cannot see the deleted list
I cannot find any reference to it on the help site either
