Does anyone know if it is possible to run an evaluation report by the question? 

Example: I want to see what percentage of reps are complying with questions 5 of our evaluation (evaluation has 10 questions total)

Not OOTB, but the data is there if you pull it down.  We have done this for customers of our Ttec Insights product where we can do evaluation form, question group, and question-level reporting for the agent or the evaluator.
