I have a similar issue.
On one of our ORGs the Knowledge Menu is displayed on the Admin screen.
However on another ORG even with Knowledge permission enabled nothing is displayed on the Admin screen.
what i have noticed is on the working Org Knowledge and all permissions beneath it have the CX3 licence associated with it.
On the Org that doesn't work Knowledge has the CX3 licence but all features below have a digital trends licence associated with it.
So the issue must be licence related.
