Eventually, these permissions to edit queue members(1) and to activate or deactivate users in queue(2) are bound together, and if
Supervisor got permission to edit queue members he can also deactivate them, it's quit sucks, because all of the Org's i work with don't use this feature
So, it's just create a failure point, and sometimes it can cause problems administrating the shift.

As far as I am aware, as you say, it is those permissions- Routing > Queue > Edit or Routing > QueueMember > Manage (to activate and deactivate agents)
Are you sure they're not inheriting those from elsewhere? I think the User role has it by default.
If it's their own queues they are managing then you may also want to look at:
- Routing > Queue > Join permission

I already tried to remove:
Routing > Queue > Edit or
Routing > QueueMember > Manage
