    What i am looking for is a way via ICELIB to take a random wav (of the correct codec) and play it to a specfied station. I see that voicemail messages have a playtostation method, but the wav is not a voicemail.

    Take a look at the playwaveaudio method on the CallInteraction object. It allows you to play a wave file into the call.
