It's probably not activated. From Interaction Designer, Utilities|Manage Handlers. Depending on the handler, activate it on the Primary or Monitor tab.

Thanks! You are correct. My coworker had not only removed some functionality but then deactivated it to boot, and then when I asked about it didn't bother to include that latter little tidbit. I think I shall have to have a wee little chat with him... [readies rubber hose]
