Not at all. Licenses (subscriptions) are only consumed and billed when a user logs into a client. You can have as many users you want in the system and are only charged for those that log in during a billing period.

if the customer wants a dedicated email address per queue it would mean a lot of additional licenses.

Have you tried creating a user with the group email and use that as the overflow for the group? How about just adding that user to the group.
