Three thing wrong here.
1. You should be creating WebRTC phones for your users and assign them individually to users (create a quick base template first)
2. Generic SIP is only for SIP phones that are not supported in the cloud and require a local Edge device to connect them to Genesys Cloud.
3. Base settings are not phones - you apply base setting to phones when you create them.
