I think this is just the way that Chrome handles apps. It will try use a multi-processing model for reliability and stability, but on machines with fewer resources, it will fall back to a single-processing model that can take more RAM for the active app. If you have a graphics card that can lend GPU's to processing, try turning on Hardware Acceleration in the advanced settings of Chrome.
